ศูนย์วิจัยกสิกรไทยได้จัดงานเสวนาเรื่อง “แนวโน้มธุรกิจ ท่ามกลางโจทย์หินปี 2563” เมื่อวันจันทร์ที่ 9 ธันวาคม 2562 ที่ผ่านมา โดยปรับลดประมาณการจีดีพีปี 2562 มาอยู่ที่2.5% และมองเศรษฐกิจไทยปีหน้าขยายตัว 2.7% ขณะที่ ธุรกิจไทยเผชิญหลายโจทย์หินทั้งเงินบาทแข็ง ภัยแล้ง และการปรับขึ้นของค่าจ้างขั้นต่ำ

นางสาวณัฐพร ตรีรัตน์ศิริกุล ผู้ช่วยกรรมการผู้จัดการ บริษัท ศูนย์วิจัยกสิกรไทย จำกัด มองว่าการชะลอตัวของการส่งออกจากผลของสงครามการค้าและเงินบาทที่แข็งค่า รวมถึงการลงทุนโดยรวมที่โตต่ำกว่าประเมิน และยังมีปัจจัยความล่าช้าของการประกาศใช้ร่าง พ.ร.บ.งบประมาณรายจ่ายประจำปี 2563 ทำให้ศูนย์วิจัยกสิกรไทยปรับลดประมาณการเศรษฐกิจไทยในปี 2562 ลงจากเดิมที่ 2.8% มาที่ 2.5%

สำหรับในปี 2563 คาดการณ์จีดีพีขยายตัวที่ 2.7% (กรอบประมาณการ 2.5%-3.0%) โดยหวังแรงหนุนจากภาครัฐเป็นตัวขับเคลื่อน บนเงื่อนไขสำคัญคือรัฐบาลต้องเร่งผลักดันร่างพ.ร.บ.งบประมาณรายจ่ายประจำปี 2563 รวมถึงการเบิกจ่ายงบประมาณ อย่างไรก็ตาม ในกรณีที่สถานการณ์ทางการเมือง ส่งผลกระทบให้เกิดความล่าช้าในการผลักดันเม็ดเงินงบประมาณใหม่เข้าสู่ระบบเศรษฐกิจ และมีผลลบต่อความเชื่อมั่นต่อการลงทุนภาคเอกชน ก็อาจทำให้จีดีพีปีหน้าวิ่งเข้าหากรอบล่างของประมาณการที่ 2.5% หรือต่ำกว่านั้น ในขณะที่ภาคการส่งออกคาดว่าจะหดตัวต่อเนื่อง เพราะตลาดส่งออกหลักยังมีทิศทางชะลอตัว ปัญหาสงครามการค้าระหว่างสหรัฐฯและจีนไม่น่าจะสามารถบรรลุข้อตกลงได้ในอนาคตอันใกล้ และเงินบาทยังคงมีทิศทางแข็งค่า โดยเฉพาะในช่วงไตรมาสแรกของปีหน้าที่คาดว่าเฟดจะลดดอกเบี้ยนโยบายเพิ่มเติม ซึ่งจะกดดันให้เงินดอลลาร์ฯ ยังอ่อนค่า

สำหรับทิศทางธุรกิจธนาคารพาณิชย์ไทยปีหน้านั้น คาดว่าจะเผชิญ 4 โจทย์หิน ทั้งสินเชื่อที่มีข้อจำกัดของการเติบโตตามเศรษฐกิจโดยมองอัตราการเติบโของสินเชื่อเท่าปีก่อนที่ 3.5% เอ็นพีแอลที่มีโอกาสปรับสูงขึ้นจากปี 2562 ค่าธรรมเนียมที่คงขยายตัวในระดับไม่เกิน 1-2% และมีโอกาสได้รับผลกระทบเพิ่มเติมจากนโยบายของทางการ รวมถึงทิศทางอัตราดอกเบี้ยขาลงหรือการส่งสัญญาณของทางการที่ต้องการให้ธนาคารพาณิชย์ช่วยเหลือลูกค้า อันจะกระทบรูปแบบการปรับอัตราดอกเบี้ยเงินกู้-เงินฝาก จนมีผลกดดันส่วนต่างอัตราดอกเบี้ย (NIM)

ด้านนางสาว เกวลิน หวังพิชญสุข ผู้ช่วยกรรมการผู้จัดการ บริษัท ศูนย์วิจัยกสิกรไทย จำกัด มองว่าธุรกิจอื่นๆ ก็ประสบกับโจทย์ยากเช่นกันในปี 2563 โดยเงินบาทมีค่าเฉลี่ยรายปีที่แข็งค่ากว่าในปี 2562 นั้น นอกจากจะกระทบภาคส่งออกแล้ว จะส่งผลตามมาให้ภาคการผลิตหดตัวหรือลดกำลังการผลิตลง จนกระทบการจ้างงาน โดยในเบื้องต้นประมาณว่าการจ้างงานในภาคการผลิตจะได้รับผลกระทบเพิ่มเติมอีกกว่า 3 หมื่นตำแหน่ง จากปี 2562 ที่หายไปใกล้แสนตำแหน่ง ส่วนภัยแล้งในปี 2563 ที่คาดว่าจะมีภาวะแล้งรุนแรงกว่าปี2562 เพราะเริ่มต้นปีด้วยปริมาณน้ำในเขื่อนต่างๆ ที่น้อยกว่าเดิมมากนั้น จะกระทบปริมาณผลผลิต มีผลให้จีดีพีภาคเกษตรและรายได้เกษตรกรมีโอกาสหดตัว ส่วนจะเข้าใกล้ภาวะแล้งเป็นประวัติการณ์ดังเช่นที่เกิดในปี 2558-2559 นั้นหรือไม่ คงเป็นประเด็นติดตามซึ่งไม่เกิน 3-4 เดือนแรกของปี 2563 ก็คงมีความชัดเจนขึ้นแล้วว่าจะมีภาวะฝนทิ้งช่วงเข้ามาซ้ำเติมหรือไม่

ส่วนประเด็นการปรับขึ้นค่าจ้างขั้นต่ำล่าสุดนั้น แม้ว่าผลกระทบต่อเงินเฟ้อในปี 2563 จะจำกัด แต่ก็จะเพิ่มโจทย์ยากให้กับธุรกิจ โดยค่าแรงที่เพิ่มขึ้นเฉลี่ยประมาณ 5 บาทจากเดิม จะมีผลเพิ่มต้นทุนแรงงานเฉลี่ยอีก 0.3% ขณะที่ ธุรกิจเกษตร จะเป็นกลุ่มที่เผชิญผลกระทบทั้งค่าเงินบาทแข็ง ภัยแล้ง และค่าแรงพร้อมๆ กัน ซึ่งทำให้ภาครัฐอาจต้องเตรียมนโยบายเฉพาะด้านเพื่อดูแลกลุ่มนี้  ขณะที่ ธุรกิจอสังหาริมทรัพย์จะยังไม่ฟื้นตัวเพราะปัญหาที่อยู่อาศัยค้างขายสะสมที่ยังมีอยู่อีกราว 200,000 หน่วยนั้น มีขนาดใหญ่เกินกว่าจะสามารถเคลียร์ได้ภายในระยะเวลาอันสั้น

ธุรกิจที่ยังไปได้ คงเป็นธุรกิจท่องเที่ยว ที่แม้จะเห็นอัตราการเติบโตของจำนวนนักท่องเที่ยวต่างชาติที่คาดว่าจะชะลอลงมาที่ประมาณ 2-3% จากที่ประมาณการไว้ว่าจะขยายตัวราว 4% ในปี 2562 แต่ก็ยังมีตลาดนักท่องเที่ยวต่างชาติที่สร้างโอกาสทางธุรกิจได้ ทั้งนักท่องเที่ยวจีน อาเซียน และอินเดีย รวมถึงตลาดไทยเที่ยวไทย ซึ่งภาครัฐสามารถส่งเสริมหรือออกมาตรการกระตุ้นการท่องเที่ยวเพื่อเป็นหนึ่งในเครื่องมือหนุนเศรษฐกิจไทยปีหน้าได้ เพราะมีสัดส่วนต่อจีดีพีรวมถึง 18%

KResearch projects 2020 GDP growth of 2.7 percent, while businesses must brace for numerous challenges

KASIKORN RESEARCH CENTER (KResearch) held a seminar on “Business Outlook amid Numerous Challenges in 2020”. KResearch has revised downward its 2019 GDP forecast to 2.5 percent, and projected that the Thai economy may grow 2.7 percent in 2020. Meanwhile, Thai businesses may face numerous downside risks including the Baht’s appreciation, drought and minimum wage hike.

Ms. Nattaporn Triratanasirikul, KResearch Assistant Managing Director, said that KResearch’s downward revision in 2019 economic growth, to 2.5 from 2.8 percent, can be attributed to lackluster export performance which has been caused by the protracted US-China trade war and the stronger Baht, less-than-expected overall investment, and delay in the enactment of the budget expenditure bill for FY2020.

For 2020, GDP is projected to grow 2.7 percent (within a projected range of 2.5-3.0 percent). We hope that the economy will advance via the push for the draft bill on budget expenditure for FY2020 and disbursement acceleration. However, as domestic political uncertainty may prompt a delay in the injection of new budget into the economic system, which will affect private sector confidence, GDP may see growth of 2.5 percent or less, at the lower end of KResearch’s projected range. Meanwhile, exports may continue to shrink due to deceleration in Thailand’s major export markets, the US-China trade war for which swift resolution seems unlikely, and the Baht’s relentless rise, especially amid expectations of more Fed rate cuts next year, which will put greater pressure on the US Dollar.

Regarding next year’s banking sector outlook, Thai commercial banks are expected to brace for four challenges, especially limited loan growth in line with overall economic sentiment. Loan growth for 2020 is expected to stay unchanged at 3.5 percent. Non-performing loan may increase from 2019, while banks’ fees are likely to grow no more than 1-2 percent. There may also be further impacts from the government’s policies. Additionally, the downward trend of interest rates and the government’s signals of aid to customers of commercial banks will affect adjustments of lending and deposit interest rates, which will in turn pressure net interest margin (NIM).

Ms. Kevalin Wangpichayasuk, KResearch Assistant Managing Director, said other business sectors would face tough circumstances as well. First of all, the expected stronger Thai Baht in 2020, when compared to the 2019 average, would not only affect t

he export sector but also lead to further declines in manufacturing output and possible job losses. Based on preliminary estimates, over 30,000 jobs in the manufacturing sector will be affected, after nearly 100,000 jobs have been lost in 2019.

Meanwhile, the anticipated drought in 2020 is forecast to be more severe than in 2019 as the water levels in various dams in Thailand have dropped drastically since the beginning of this year. The drought may result in a contraction in the gross domestic product of the agricultural sector, as well as farmers' income. It remains to be seen whether next year’s drought will bring historically severe conditions as were seen in 2015-2016. The outlook should be clearer in the first 3-4 months of 2020, as the duration of next year’s dry season becomes more apparent.

Regarding the latest daily minimum wage hike, although its impact on 2020 inflation will likely be limited, it may present a challenge to the business sector. An average increase in the daily minimum wage of approximately five Baht will cause the average labor cost to rise by another 0.3 percent, while the agricultural business will be adversely affected by the stronger Baht, drought and rising labor costs. This may force the government to introduce specific policies to aid this sector. Meanwhile, the property sector has not yet recovered because there are around 200,000 units of accumulated unsold residential units in the market, an amount too high for property developers to clear within a short period of time.

Tourism is among the businesses that continue to thrive. Although international tourist arrivals to Thailand are projected to grow at a slower pace of approximately 2-3 percent in 2020, declining from a prior estimate of about 4 percent in 2019, some inbound tourism markets, including China, ASEAN and India, as well as domestic tourism, will likely help create travel-related business opportunities in Thailand. The government may continue to promote or introduce tourism stimulus measures as one of the tools to boost the Thai economy in 2020, since tourism accounts for as much as 18 percent of GDP.
